Protecting Land to Improve Communities
Baltimore County is developing a new Master Plan that will guide development here between now and 2020. Public hearings were held before the Planning Board on Sept. 2 and before the County Council on Oct. 18. The plan accommodates population growth within the Urban Rural Demarcation Line (URDL) through redevelopment. The places proposed for redevelopment are dubbed “Community Enhancement Areas (CEAs)” and are characterized by good multi-modal access (especially near existing or proposed transit systems); potential for walkable and sustainable design; ability to complement adjacent land uses; existing adequate public services and facilities; and limited environmental constraints. Another criterion that will govern which CEAs will be developed is the presence of strong public support. The areas identified as CEAs are shown in green in the map below.
